The Legal Division of the SLILG is entrusted to undertake the responsibility of formulation and implementation of capacity building programs for officials of Sub - National Governments in Sri Lanka.

The Provincial Councils and Local Authorities which form the Sub National Government Institutions, lack the legal knowledge required by them in order to address their day to day issues. The programs of the Legal Division are specially designed, having studied and assessed the current legal issues of PC & LAs.

The Training Guide for the year 2012 introduces a special program on Drafting of Provincial Statute in line with the guidance of Ministry of Local Government and Provincial Councils, to cater to the needs of the officials of Provincials Councils who are engaged in drafting of Statutes. In addition to the national level programs we provide consultancy services to PCs & LAs as per their requests, to resolve their prevailing legal issues.


Objectives

  • Capacity development and knowledge enhancement of elected members and officials of Sub – National Government Institutions
  • Improve the knowledge about the Governing Legislations (the Municipal Councils Ordinance, Urban Councils Ordinance and Pradeshiya Sabha Act.)
  • Provide a better understanding of Legal System and Courts Procedure to be adopted by PCs & LAs.
  • Enhance the knowledge of the official of PCs, on Drafting of Statute.
  • Improve the knowledge of Council affairs and Meeting Procedures.
  • Provide consultancy services to any Sub – National Institution which requires legal advice.
